Letter from the CEO – For more than two decades, NoaNet has served as a trusted steward of broadband and network infrastructure for communities across Washington State. Established by public utilities and governed in the public interest, NoaNet was created to deliver essential infrastructure with discipline, transparency, and long-term accountability to the communities and member-owners it serves.

Over this period, NoaNet has matured into a statewide broadband and infrastructure organization with substantial engineering and operational capacity. The networks NoaNet designs, builds, and operates support critical public and economic functions, including public safety, education, healthcare, utility operations, and economic development. These assets are foundational to Washington’s daily operations and increasingly vital to the state’s long-term resilience, security, and competitiveness.

Looking ahead to the 2026–2030 period, NoaNet is intentionally transitioning into a sustainable operating company. This transition reflects a disciplined strategic shift toward long-term operational support, integrated engineering and network services, and predictable financial performance, while maintaining alignment with NoaNet’s public-benefit mission. Engineering excellence, financial stewardship, and public accountability are not separate objectives; collectively, they define NoaNet’s operating model and governance approach.

 

NoaNet’s ability to deliver on this work is grounded in the strength of its people—its member-owners, Board of Directors, and employees. Across the organization, teams bring expertise, accountability, and a shared commitment to public purpose. Leadership at NoaNet is not defined by individual roles, but by the collective responsibility to guide, support, and execute on behalf of the organization and the communities we serve.
