How the
Northwest Connects

Building the Workforce Behind Broadband Infrastructure

As fiber broadband networks continue expanding across Washington State and rural communities nationwide, the demand for skilled technicians capable of building and maintaining this infrastructure continues to grow. Northwest Open Access Network (NoaNet) is helping meet that demand through workforce development initiatives designed to support the next generation of broadband deployment.

In partnership with the Fiber Broadband Association (FBA), NoaNet offers fiber optic training through the OpTIC Path™ Fiber Development Training Program, a curriculum that equips participants with the knowledge and hands-on experience needed to work in the fiber broadband industry.

Training combines online coursework with in-person instruction at the NoaNet Training Center in Spokane, Washington, where certified instructors guide students through real-world fiber installation and maintenance scenarios. The program prepares participants for careers as fiber optic installers and splicers—two of the most in-demand roles supporting broadband expansion.

Students receive practical training in key areas including:

  • Fiber optic installation and network deployment

  • Fiber splicing and testing techniques

  • Troubleshooting and maintenance of broadband infrastructure

  • Deployment of Fiber-to-the-Home (FTTH) and Fiber-to-the-Building (FTTB) networks

Upon completing the course and proctored exams, participants earn industry-recognized certification through the OpTIC Path program and receive a one-year membership to the Fiber Broadband Association. Certification is valid for three years and exams are also available in Spanish to expand accessibility.

By investing in workforce development alongside infrastructure, NoaNet is helping ensure that the skilled labor required to build and maintain fiber networks grows alongside the networks themselves. Programs like OpTIC Path not only support broadband deployment, but also create career opportunities that strengthen the communities these networks are designed to serve.
