Northwest Open Access Network's open-access broadband network provides reliable high-speed Internet connectivity throughout Washington state.

Small Works Roster Requirements

Interested parties must have a completed Small Works Roster Application and executed a Small Works Contract with both the Contract and Application on file to be considered.

The projects, in general, require that:

  • Prevailing wages be paid and documented in compliance with RCW 39.12.
  • A Performance Bond is executed in compliance with RCW 39.08 before beginning work.
  • The contractor holds a Washington State Contractor’s License.
  • Contractor must hold the specified insurance and deliver a certificate of insurance naming NoaNet as an additional insured party before beginning work.
  • Contractor must have a State of Washington Business License.
  • Contractor must provide a completed W-9 form.

In addition to the aforementioned and prior to release of payment, we must receive the following:

  • A current Approved Statement of Intent to Pay Prevailing Wage filed per project.
  • An approved Affidavit of Wage Paid must be submitted at the end of every project

There may be additional requirements and/or paperwork required specific to each project. Those requirements will be outlined in the Request for Proposal (RFP) or Small Works Bid documents at the time of bidding.
